Citizens of the World Charter Schools

BROOKLYN — If you want to be a citizen of the world, it helps to be rich.

Though it's moving into a school where more than 90 percent of students qualify for free and reduced lunch, the controversial Los Angeles-based Citizens of the World Charterschool is actively recruiting affluent families for its first year in Crown Heights, DNAinfo.com New York has learned.

What's more, the primary engagement strategy for its New York flagship school in Williamsburg is geared almost exclusively at white parents, according to an internal enrollment plan obtained by DNAinfo.

"Through targeted outreach and recruitment, our schools are intentionally designed to reflect their surrounding communities and the larger society in terms of race, ethnicity and socioeconomic status," the charter network says on its website.

But the New York enrollment memo seems to directly contradict that statement, with the most time and resource-intensive recruitment tools clearly aimed at a small pocket of affluent families, while cheap, low-impact tactics like handing out fliers reserved for Headstarts and churches where recruiters are instructed to "lean towards" black and Hispanic families.

A chart titled CSD 14 Priorities lists the recruiters' top strategy as "engaging core parent group" and describes the target of that strategy as "middle/upper income, predominantly white."

In District 17,  the top priority is to "create core foundation of contacts," a strategy again targeted exclusively at "middle/upper income" parents.

Roughly half of the engagement strategies outlined in the memo are specifically intended to attract those same targets.

One-on-one parent meetings and one-on-one meetings with local pre-schools are saved for "middle/upper income" groups, whereas Headstarts are earmarked for flyering and group info sessions.

Where local preschools and Headstart programs were tough to differentiate, as in Crown Heights, recruiters are cautioned that not all may be "hot targets."

It's not just the paperwork that's skewed to exclude in Crown Heights — the charter's parent information session was held at the Brooklyn Public Library's Central Branch, more than two miles from P.S. 221 but a stone's throw from the district's wealthiest parents in Prospect Heights.

While Citizens showers its attention on affluent families, parents at P.S. 221 say they've barely heard from the school.

"There’s been no community outreach or interaction," one mother of three who declined to give her name for fear of losing her job told DNAinfo in March.

"We heard them speak for about two minutes — that’s been the breadth of our interaction with the folks at Citizens."

Citizens of the World did not immediately respond to repeated calls for comment.

“New Designs Charter School teacher awaits arraignment on molestation charges.” KABC (CA), 4/27/2013
LOS ANGELES (KABC) -- An arraignment date has been set for the New Designs Charter School teacher accused of molesting three girls.

Juan Cardoza, 55, is scheduled to appear in court May 15. He was arrested on Wednesday at his residence.

Cardoza has been charged with four felony counts of committing a lewd act on a child and one misdemeanor count of child molestation.

Investigators say the incidents occurred between October 2012 and March 2013. He is currently being held on $320,000 bail...

Antioch Charter Academy II

ANTIOCH -- The family of an 8-year-old boy filed a claim Tuesday alleging the boy's third-grade teacher duct-taped his mouth shut and that another teacher punished him by placing a chair over him and sitting on it in separate incidents earlier this school year.

Another student's hands were duct-taped by Antioch Charter Academy II teacher Michelle Mankewich in November, the claim alleges.

All four charter school employees who witnessed or learned of the November incidents failed to perform their mandated reporting duties and notify authorities about them, the claim alleges. The charter school principal -- the mother of one of the teachers alleged to have abused the boy -- conducted an internal investigation that found no wrongdoing.

"These are highly inappropriate forms of restraint on a student. It's abusive. I'd call it child abuse," said Larry Cook, the Walnut Creek attorney who filed the claim. "There's got to be other ways to control kids in a classroom."

The Antioch boy, through his mother Luvy Torres, filed the claim against the Antioch district, the charter school, The Learner-Centered School, Inc. (the nonprofit that operates the school), Mankewich, teacher Marianne Dubitsky, teacher Julie Fajeau and Principal Jeannie Dubitsky alleging they violated his constitutional rights, assaulted him and discriminated against him, among other charges. The boy's family seeks more than $10,000 in damages...

Magnolia Science Academy charter schools

EXECUTIVE SUMMARY
This report contains the results of our audit of Magnolia Science Academy –Charter Schools (“MSA Schools”). The MSA Schools referred to in this audit were the Magnolia Science Academy-1, Magnolia Science Academy-2 and Magnolia Science Academy-3. The MSA Schools are part of twelve Magnolia Public Schools (MPS) operated by the Magnolia Educational and Research Foundation (MERF)...

Our audit found that the MSA Schools were not in full compliance with the selected provisions, standards and procedures outlined in their respective Charter Agreements. We also noted that the MSA Schools needed to strengthen their internal control systems and their oversight of fiscal and financial operations.
Some of the significant conditions we noted during the audit included:
  • The governing board needed to review its existing governance structure to allow for the increased participation of parents, community members and other parties in the Charter Schools’ policy decision areas and other school advocacy.
  • The MSA Schools did not maintain all employment documentation in the employee files as prescribed by the California Education Code and the Charter Agreement.
  • The MSA Schools did not maintain all the enrollment documentation required by the written enrollment procedures and by the provisions of the Charter Agreement.
  • Review of the financial statements and accounting records noted: non-disclosure of related party transactions; failure to maintain required fund reserves; failure to appropriately apply accrual basis of accounting; lack of monitoring of cash receipts and deposits process; lack of documentation for disbursements; lack of control over journal entries, and lack of adequate training for the accounting staff.
  • The processes and controls over the bank reconciliation were inadequate. We found one Charter School that dated all reconciliations three days prior to this audit. We also noted that some deposits in transit remained outstanding in bank reconciliations from five months to almost a year.
Conclusion: Our audit noted control weaknesses in governance structure, employment documentation and qualifications of staff, admission/enrollment requirements and various financial control issues managed by the Magnolia Public Schools Central Office at the MSA School sites visited...

Potential Impact
The conditions described above, along with their underlying causes, may have increased the risk of fraud, waste and abuse of the MSA Charter Schools’ funds that could potentially result from the inability to detect irregularities, improper use of public funds or misappropriation of assets. Also, the questioned costs and questionable accounting practices identified in the course of the audit may have resulted in misstated and inaccurate financial statements of the MSA Charter Schools...

NOTE: Although this internal audit report of these three Gulen charter schools was released in August 2012, the serious findings have not been presented to the public by the media, nor publicly discussed by the LAUSD school board as of 12/1/2012. California Department of Education's failure to properly monitor charter schools' compliance

As advocates for California charter schools celebrated Tuesday another double-digit increase in enrollment – news arrived from Washington disclosing serious flaws in state oversight of the sprawling charter movement.

A stinging audit of the U.S. Department of Education’s management of charter school grant money also sharply criticized the California Department of Education for failing to properly monitor charter schools’ compliance with federal law.

The review team, from the Office of Inspector General, also noted that the CDE failed to provide required oversight of charter authorizing agencies and frequently assigned unqualified evaluators for site visits...

The audit focused on nearly $1 billion in federal money awarded to states for charter schools between 2007 and 2011. Three states were identified for audit review – Florida, Arizona and California.

The main target of the audit was the Office of Innovation, which investigators said “did not effectively oversee and monitor” targeted states and “did not have an adequate process to ensure” states “conducted effective oversight and monitoring” of local charter schools...

California, the largest recipient of federal charter money during the review period at nearly $182 million, was called out by federal auditors for some of the same short-comings as those of the federal education department.

At least part of the problem here was the result of high turnover within the CDE’s charter oversight division and lack of training for those remaining...

The review team also found fault with CDE’s record-keeping and its monitoring tool, which was found to be incomplete.

Left unanswered was the question of whether the poor oversight has led to any misuse of federal charter school money or what further steps might be taken...

Horizon Charter School

“Rocklin Charter School Shuts Its Doors Amid Controversy.” CBS13 (CA), 10/16/2012

ROCKLIN (CBS13) – Six weeks into the school year a charter school in Rocklin is closing its doors. Four hundred kids were told Friday that their school would close, and Tuesday was their last day.

But many parents say the Horizon CEO is making up false excuses for why he’s closing the doors at Horizon’s Accelerated Learning Academy campus. Fired up families were fuming even more Tuesday over what many consider a lame excuse for the shutdown...

“How can you throw 400 families out?” parent Laura Daggett asked.

Horizon CEO Craig Hembichner spoke to CBS13 on Monday and said the urgent campus closure was all because of safety...

But the county told CBS13 its staff did not tell Hembichner he had to shut down anytime soon, not wanting to interrupt the school year.

The county staff also stated they have traffic congestion concerns, but again they say they never told Hembichner he had to shut down.

During a meeting with parents Tuesday night, Heimbichner spent the first 30 minutes of his presentation talking about the history of Horizon Charter Schools before someone finally stood up and yelled for him get to the point.

The angry interruptions became a common theme throughout. Some parents got so frustrated they walked out...

[Heimbichner] said he’s looking for a new facility and in the meantime the kids will have independent study from home.

“Questionable lease led to Rocklin charter school shutdown.” News10 ABC (CA), 10/17/2012


ROCKLIN, CA - A regional charter school operator signed a 10-year lease for classroom space in a Rocklin industrial center, apparently unaware its new school was prohibited by the local zoning code...

A Placer County business license application filed by GroupAccess president William Brockmeyer in May 2011 claimed the space would be used as a "resource center" with no more than one employee and an average of five clients.

According to the Placer County Community Development Resource Agency (CDRA), the current zoning allows the resource center to legally accomodate 75 students at any one time, but not in a traditional classroom setting.

Adelanto Charter Academy

ADELANTO—The Adelanto School District has revoked the Adelanto Charter Academy’s charter, based on a laundry list of operational shortcomings...

While charter schools are by law non-profit entities, it appears that those involved with the school in some cases formed for-profit companies that were devoted to providing the charter academy with materials, ranging from furniture to computers to visual aids to books to writing materials that were sold at inflated prices.

A similar circumstance developed with the failed California Charter Academy a decade ago...

Involved in the California Charter Academy debacle but avoiding indictment was former county supervisor and assessor Bill Postmus. Postmus was a member of the Snowline School District Board of Trustees that had granted the California Charter Academy one of its charters, was later a board member for the Charter Academy and in the heyday of the California Charter Academy was riding high as chairman of the county board of supervisors and the chairman of the San Bernardino County Republican Central Committee. He dictated the California Charter Academy’s hiring policy, insisting that Cox hire several of his associates and family members who had no real educational qualifications. And Cox and the California Charter Academy made political donations to Postmus campaign funds totaling thousands of dollars.

The Sentinel has learned that Postmus and two of his associates, John Dino DeFazio and Jennifer Ruiz, sought to emulate in many respects the California Charter Academy/Educational Administrative Services Corporation/Maniaque Enterprises/Everything For Schools operation.

... Ruiz, a former educator with the Hesperia School District, was registered as the Adelanto Charter Academy’s principal. DeFazio, like Cox and Honeycutt, created two corporations, Professional Charter Management Inc. and Educational Development Inc. Hidden in the operation was Postmus, who advised Ruiz in the set up of the enterprise.

Postmus, whose political career foundered in January 2009 when he was arrested for possession of methamphetamine and the hallucinogen Extacy, advised Ruiz to bill the Adelanto Charter Academy as one embracing conservative and Christian values to build character in students that were to be drawn mostly from impoverished home settings...

In November the audit was released. It showed the academy was plagued with fiscal mismanagement, poor or non-existent record-keeping, problems with the teacher to student ratios and unsanitary or unsafe food handling that put students at risk. Moreover, according to a summary of the audit put together by the Adelanto School District, DeFazio and others making money off the district were not providing what they were obliged to provide...

During the school’s operation, indicted and now convicted former San Bernardino County Assessor Bill Postmus, current Hesperia School District board member Anthony Riley, indicted former California Charter Academy founder Charles Steven Cox, Peggy Baker (Cox’s sister-in-law), San Bernardino County Supervisor Brad Mitzelfelt’s campaign fund, Mitzelfelt’s field representative Jessie Flores, indicted former assistant assessor Adam Aleman and indicted local businessman John “Dino” DeFazio all received money from the Adelanto Charter Academy or entities deriving money from the academy...

Velocity International Science and Technology Academy

STOCKTON - With enrollment less than one-third of what was expected, a charter high school that opened only last week in temporary space at Sherwood Mall will shut its doors for the final time Friday after a 10-day run.

The imminent closing of troubled Velocity International Science and Technology Academy leaves about 70 students looking for new schools and six teachers looking for new jobs as September reaches its late stages...

VISTA's brief existence followed a turbulent gestation period. It originally was established by parents and community members who had been affiliated with SECA and had unsuccessfully sought independence from Stockton Unified.

Following the bitter independence struggle, VISTA turned to New Jerusalem. Last month, founding SECA Principal Michael Hall, who spearheaded VISTA's establishment, ceased to be affiliated with the new school. Hall's departure came amid murky circumstances...

In late August, the school fired three teachers and the assistant principal, all of whom had left jobs in Stockton Unified to work for VISTA. Tilton said the school's enrollment was 220, not large enough to sustain a nine-teacher staff and an assistant principal but big enough for six teachers...

On Sept. 9, VISTA's opening day, fewer than 70 students showed up. Tilton and New Jerusalem Superintendent David Thoming said they quickly realized the disappointingly small enrollment would not generate enough revenue - about $6,000 a year for each of the 70 students - to sustain the school...

VISTA originally touted the opportunity it would give its students to graduate with two years of college credits. But no arrangement with college instructors was ever reached, and the fallback plan was to offer those credits through the online Education 2020 software...

"The people who decide they want to start charters, there's a lot of freedom and flexibility ... but a lot of responsibility, also," [Mick Founts, superintendent of the county office] said. "I'm sure everybody involved had the best intentions in mind, but running a school isn't done just by good intentions. It's hard work. I think this is an example where folks didn't understand the challenges of opening a charter."

New Millennium Institute of Education

In February 2011, after a decade of dismal performance, the New Millennium charter school in west Fresno turned to Dr. Ernie Smith for help...

As he dug in, Smith said he was unprepared for the sheer level of dysfunction he encountered at New Millennium -- and the hands-off attitude of Fresno Unified...

Students were coming and going in an independent study program that lacked even the pretense of accounting, Smith said. The program was so poorly run that the publicly funded school was having to pay back nearly $1 million in ADA (Average Daily Attendance) money to the state because of administrative lapses.

There was no central record keeping, Smith said. Instead, student transcripts and other files were tossed into boxes. The school had gone through seven principals and superintendents over a nine-year span. The oversight was so lax that counselors were receiving paychecks and not coming to work.

Among the no-shows was Cal Johnson, a trustee on the Fresno Unified School Board who is paid $3,600 a month to act as a "crisis counselor" at New Millennium.

Johnson skipped work for weeks at a time even as he was attending school board meetings...

"It was more than a mess," Smith said. "The entire staff seemed to be friends or relatives of each other. It was a nest of nepotism...

"The school -- and there is no easy way to say this -- is not providing an adequate education for the kids who go there," Smith said. "Instead, it's become a cash cow for a handful of people. And Fresno Unified is sitting on its duff and not doing anything about it."...

More than two dozen interviews with former teachers, administrators and community leaders, as well as a review of hundreds of pages of official documents, detail a decade-long pattern of a charter school repeatedly violating state education codes and a school district unwilling to hold it accountable. Each violation by the school, each broken promise to clean up its act ended with Fresno Unified giving New Millennium another chance...

"There aren't any benchmarks at New Millennium," said Sanchez, who worked at the school for nearly a decade, rising up the ranks to lead teacher. "The teachers are winging it. They have no way to assess students.

"Fresno Unified has let the school off the hook. It hasn't done its oversight."

In an interview last week, Brown says the school is doing its job, and that Smith, Sanchez and Biedermann simply are nursing a grudge.

"There is nobody bringing up issues except these three disgruntled former employees," he said. "All of their statements are not factual."...

But Smith and other critics say the charter school, whose enrollment has fluctuated from 200 to 500 students, should have been shut down years ago.

In a confidential report to the Fresno Unified School Board in July 2009, the district's charter review team found that the school was failing to provide students with an adequate education. The report noted that the school was continuing to violate numerous terms of its operating agreement with Fresno Unified -- clear grounds for revocation under state education law...

Crown Ridge Academy

SAN BERNARDINO - More than 100 students who had been attending a charter school for at-risk children stayed home Wednesday, and they won't be going to Crown Ridge Academy ever again.

Neither will the school's teachers, all of whom the charter school director says are owed months of pay without a clear path to collect that money.

The board of the San Bernardino City Unified School District, which allowed the school to open in 2009, revoked the charter Tuesday night after determining that there was no realistic way for the school to dig itself out of a deep financial hole...

A big chunk of the school's problems came from spending a large grant twice, [board president, Steven Bielinski] said, and officials made other mistakes, but those people have been replaced...

It might be worth taking a risk on money coming in if the school were producing good academic results, but its test scores are far below those of other district schools that also serve English-learning students, said board member Judi Penman.

Crown Ridge is the latest charter school in the district to face potential shutdown.

Casa Ramona Academy lost 100 students beginning in the 2010-11 school after complaints of physical problems, inadequate instruction for English learners and classes that didn't qualify students for admission to state universities.

And the Public Safety Academy faced years of complaints about fiscal mismanagement and cronyism until that charter school's founder was removed from the board.

The district approved five-year extensions to the charters of both schools this spring.

CRESTON (CBSLA.com) — A rodeo clown didn’t leave many people laughing in San Luis Obispo County this past weekend when he made a racist joke about first lady Michelle Obama.

Michael Hayhurst, a professional rodeo clown and barrelman, got on the PA system at the 17th Annual Creston Classic Rodeo Saturday and said, “Playboy is offering Ann Romney $250,000 to pose in the magazine, and the White House is upset about it because National Geographic only offered Michelle Obama $50 to pose for them.”

Parents at an Excelsior Charter School in Victorville said they can’t believe it, especially because Hayhurst serves as the school’s superintendent...

Birmingham Community Charter High School

Birmingham Community Charter High School has until May 23 to respond to concerns that it mishandled admissions, expulsions and claims of racial bias as it fights to prevent Los Angeles Unified from retaking control of the campus.

The LAUSD board issued a notice of violations on Tuesday, the first of three steps in revoking the school's charter. As outlined in an April 13 letter from Superintendent John Deasy, the charter faces allegations that include racial discrimination against African-American players on the basketball team, as well as claims that neighborhood children and special-education students were denied admission to the charter...

Board member Tamar Galatzan said she wants the school to act quickly to remedy the "very serious" allegations of discrimination and high numbers of expulsions at Birmingham, but also raised concerns about poor communication between the district and the school...

In an interview after the meeting, Larry Schapiro, who chairs Birmingham's board of directors, said school leaders were aware of the racial discrimination claims - a federal civil rights investigation is pending - but were unaware of the other alleged violations until they received Deasy's letter...

Context Middle School

Temecula’s Context Middle School was billed as a small learning environment where teachers would emphasize how lessons related to the real world.

When it opened in August, the charter school set out to focus on technology and the arts, with dozens of laptops for students and music lessons during and after school.

Less than six months and more than $800,000 in taxpayer dollars later, Context was gone.

It joins a list of 26 other Inland charter schools that have closed or had their charters revoked in the past 20 years. Charter schools, created to foster innovation and freed from some state rules, sometimes struggle with the administrative tasks and finances needed to run a campus, experts say...

Context was plagued by financial problems, mismanagement and infighting that began almost as soon as its doors opened, according to correspondence and financial documents obtained by The Press-Enterprise under the California Public Records Act.

Among the school’s problems:

Context was in the red as early as September, and school officials failed to address financial concerns raised by the Temecula Valley Unified School District. The school’s board missed a deadline to file a required financial report.

Context founder Michele Smith, a parent who worked in consulting but had no education background, was dismissed from the school’s board of directors in October because of concerns over her handling of school finances.

Rita Blickenstaff, Joanne Gilbreath and Robert Heveron, who made up the Context board when it closed, did not respond to numerous phone and email requests for comment.

In a brief interview in early February, Smith said she spent thousands of dollars of her own money to open Context and wasn’t responsible for its financial problems. Smith blamed problems on other board members and the company Context hired to help with business operations.

Sandro Lanni, president of the firm, Charter School Management Corp., did not respond to a phone message seeking comment. In a Feb. 2 email to Temecula Valley officials, he blamed the Context board, saying the firm was “stunned at the continuous awful governance” by the board.

Smith said the Context board would not address problems, and “anything that would allow the process to cure itself they failed to do.” She did not respond to recent messages seeking further comment.

Board minutes and correspondence between Context and the Temecula school district indicate others believe Smith was to blame for the financial problems...

As board infighting and financial issues continued, parents tried to work with the school board to address the problems but were rebuffed, said Osmana Nagata, who was president of Context’s parent council.

The financial health of one of Fresno's charter schools came into question Wednesday night at the Fresno Unified School District board meeting.

The Fresno Academy for Civic and Entrepreneurial Leadership charter petition is up for renewal, and district trustees and staff expressed uneasiness about the school's finances.
The school, which opened in 2009, will end the fiscal year with a roughly $56,000 shortfall, said Jacquie Canfield, executive director of fiscal services for Fresno Unified.

Canfield said the school has had trouble paying its bills to the county and the district is concerned the school may not be able to pay off debt...

The board will decide next month whether to renew the charter through 2017. Fresno Unified first chartered the school in 2007, although the school's opening was delayed for two years.

Fresno Academy for Civic and Entrepreneurial Leadership has 133 students in grades 9-11. Childers said the school is expecting another 61 students next year, although district staff said that may be ambitious. The school has enrolled 40 to 50 new students each year...

California charter schools (problems w/oversight)

The California Department of Education is looking for a replacement for the chief of its charter school division, who is leaving her post after 18 months on the job.

The departure of Beth Hunkapiller at the end of October comes at a time of continuing expansion of charter schools in California. At the same time, the state faces considerable pressures regarding oversight of state and federal dollars, especially at start-up charter schools.  It is also examining its capacity to oversee 31 charter schools authorized by the State Board of Education between 2000 and 2010...

In 1992, she signed the petition for the first school granted a charter in the state—the San Carlos Learning Center. It was also the first school founded by Aspire, which with 34 schools is now the largest charter school company in the state. Hunkapiller served a stint as the chair of the Aspire board of directors, and was chair of the State Board’s Advisory Commission on Charter Schools.  She has also been an elected member of the San Carlos School District board for the past 19 years.

But as the Little Hoover Commission noted in a report last year, there has been significant turnover in the Charter School Division staff, including in its leadership. Since 2004, it has had three directors, including Hunkapiller.

At the last State Board of Education meeting, Richard Zeiger, the Department of Education’s chief deputy superintendent, announced that tens of millions of dollars in state and federal funds have been lost by start-up charter schools that either never opened or closed within a year or two of opening.  At that meeting, Hunkapiller told the board that oversight procedures, especially of federal grants as high as $575,000 to beginning charter schools, should be stronger.

Hunkapiller said  yesterday that now-closed charter schools have defaulted on $5.5 million from the state’s Charter School Revolving Loan Fund, which gives loans of up to $250,000 mainly to start-up charter schools.  She said the defaults occurred primarily in the early years of the program, but have increased again ”in the last year or two.”

State law requires charters to pay off their loans over five years, but if a school closes before that time, collecting on the loan has turned out to be exceedingly difficult if not impossible.

Hunkapiller said the Charter School Division also had to go through a rigorous federal audit in August in which federal auditors spent weeks in Sacramento looking at what happened to federal funds granted to charter schools that have closed their doors.

...Blatant electioneering by the GOP on school grounds. Click through to see photos [see below] of a political rally held for Republican candidates in May, 2010, pay special attendance to what the school’s white tiger mascot is wearing. Mitt Romney, Meg Whitman, Darrell Issa and Pete Wilson are all in attendance. While my understanding is that it’s legal to use the facility for a political rally, it’s questionable in the least, to dress the school’s mascot in anti-Democratic Party garb and surround it by cheerleaders in school uniforms.
Adults in the photo appear to be leading the students in cheers for Republicans and against Democrats. I’ve been unable to find any evidence of attempts by the school to balance GOP influence with alternative political points of view.

The San Diego Tea Party held a “Constitution Seminar” for grades five and up on school grounds. In the online Meetup forum the San Diego County Tea Party organizer, Maggie Acerra,  writes  ”I guess something like this would never be put on at a PUBLIC High School anymore, would it?” I wonder if she understands that most charter schools are public schools.

The school has numerous ties to area Republican organizations. This is just one example. I found no links to any Democratic organization.

Parents have alleged that students’ constitutional rights were violated by promoting prayer in school.

The school’s celebration of their new “American Spirit” sculptures included several well-known area conservatives.  Roger Hedgecock, an ultra-conservative radio host broadcasted from the school’s celebration and the radio program was co-hosted by the school’s executive director. In attendance were Republican city council members.

The school’s motto is “Education is our Business.” Absolutely nothing really “wrong” or unethical about this, but it points to the fact that the school falls in line with the GOP line of thinking that everything should be run “like a business.” Children and their education are viewed as commodities, products.

The Executive Director of Escondido Charter High School serves on the Republican Mayor’s economic advisory council.  This alone should have disqualified the school from entering into a new lease in a city-owned building.

The Mayor donated $500 to the charter school as a city council member, prior to being elected mayor. This donation was part of an increase in sales at a gas station he owns following a rally in support of a controversial ordinance prohibiting landlords from renting to persons unable to provide proof of legal immigration status.  The ordinance was later pulled because the ACLU filed a lawsuit and the city determined it would be too costly to defend. It’s curious that one of the biggest champions of this ordinance (which was cheered by the Minutemen upon its initial passage) chose to donate profits gained because of his support to this particular charter school and not to one of the many public schools in the community he represents...
