Citizens of the World Charter Schools

BROOKLYN — If you want to be a citizen of the world, it helps to be rich.

Though it's moving into a school where more than 90 percent of students qualify for free and reduced lunch, the controversial Los Angeles-based Citizens of the World Charterschool is actively recruiting affluent families for its first year in Crown Heights, DNAinfo.com New York has learned.

What's more, the primary engagement strategy for its New York flagship school in Williamsburg is geared almost exclusively at white parents, according to an internal enrollment plan obtained by DNAinfo.

"Through targeted outreach and recruitment, our schools are intentionally designed to reflect their surrounding communities and the larger society in terms of race, ethnicity and socioeconomic status," the charter network says on its website.

But the New York enrollment memo seems to directly contradict that statement, with the most time and resource-intensive recruitment tools clearly aimed at a small pocket of affluent families, while cheap, low-impact tactics like handing out fliers reserved for Headstarts and churches where recruiters are instructed to "lean towards" black and Hispanic families.

A chart titled CSD 14 Priorities lists the recruiters' top strategy as "engaging core parent group" and describes the target of that strategy as "middle/upper income, predominantly white."

In District 17,  the top priority is to "create core foundation of contacts," a strategy again targeted exclusively at "middle/upper income" parents.

Roughly half of the engagement strategies outlined in the memo are specifically intended to attract those same targets.

One-on-one parent meetings and one-on-one meetings with local pre-schools are saved for "middle/upper income" groups, whereas Headstarts are earmarked for flyering and group info sessions.

Where local preschools and Headstart programs were tough to differentiate, as in Crown Heights, recruiters are cautioned that not all may be "hot targets."

It's not just the paperwork that's skewed to exclude in Crown Heights — the charter's parent information session was held at the Brooklyn Public Library's Central Branch, more than two miles from P.S. 221 but a stone's throw from the district's wealthiest parents in Prospect Heights.

While Citizens showers its attention on affluent families, parents at P.S. 221 say they've barely heard from the school.

"There’s been no community outreach or interaction," one mother of three who declined to give her name for fear of losing her job told DNAinfo in March.

"We heard them speak for about two minutes — that’s been the breadth of our interaction with the folks at Citizens."

Citizens of the World did not immediately respond to repeated calls for comment.

Falun Gong-associated charter school chain (attempt)

A follower of a controversial Chinese movement whose last attempt to open a school was rejected is now seeking approval for six bilingual charters — even though her name isn’t on the application.


Lotus King Weiss is trying to open Confucius Teachings elementary, middle and high schools in Flushing and three others in Manhattan’s Chinatown in 2014. Applications are due April 15.

Weiss isn’t one of the 21 names on the letter of intent submitted last month to the SUNY Charter Schools Institute.

But Weiss told the Daily News on Wednesday that she suggested the idea to fellow Falun Gong practitioner Xiaoming Xu, the lead applicant for the Flushing schools. Since Xu doesn’t speak English well, Weiss said she’s working with Xu and will write the roughly 500-page application...

Xu confirmed in broken English that Weiss is the “manager” of the charters. But she denied the schools would teach Falun Gong.

“Not any religion here,” she said. “Not any political [sic] here.”

She also said some students could board there...

Brooklyn Dreams Charter School

A for-profit education firm is soaking taxpayers by subleasing buildings to the Brooklyn public charter schools it runs at astronomical rates — including one at an incredible 1,000 percent markup, sources said.


While the city Department of Education leases buildings in Brooklyn for between $5 and $25 per square foot, the Michigan-based National Heritage Academies subleases to the charter schools it operates for roughly $38 to $45 per square foot, according to a review of public school leases by The Post.

For example, NHA is leasing a former school building on Parkville Avenue in Kensington from the Brooklyn Diocese for approximately $264,000 per year, according to a church source.

Yet the firm billed the site, the Brooklyn Dreams Charter School, $2.76 million for rent and related charges there last year — a 1,000 percent markup, financial filings show.

Critics say it’s part of the company’s MO: putting considerable money down to purchase or renovate properties, charging sky-high rents to recoup its investment — and eventually turning a hefty profit...

Most public charter schools get no funding for facilities, and mortgage lenders are wary of dealing with them because their charters are up for renewal every five years, supporters say.

“The bottom line is that if it wasn’t for NHA’s upfront investment in the real estate, the [Bushwick] school would probably not exist in private space,” [Cynthia Proctor, a spokeswoman for the State University of New York Charter Schools Institute] said...

The firm is one of the few for-profits in New York that manages all educational aspects of its charter schools, after being grandfathered in when state law abolished the practice in 2010.

Brighter Choice Foundation

ALBANY (AP) --The former chief financial officer of a foundation that funds charter schools in Albany has admitted embezzling almost $203,000 from the organization.

Albany County District Attorney P. David Soares says 49-year-old Ronald Racela pleaded guilty Tuesday to second-degree grand larceny for stealing the money while working for the Brighter Choice Foundation from September 2011 until December.

He's expected to be sentenced May 17 to from five to 10 years in state prison and ordered to pay back the money. Brighter Choice officials said they weren't aware Racela was on probation for stealing almost $54,000 from KeyBank, where he was a manager, when he was hired in June 2010.

ALBANY — The former chief financial officer for the Brighter Choice Foundation, which provides funding and support to 10 public charter schools in Albany, has been charged with embezzling $202,837 from the organization.

The arrest Wednesday of Ronald A. Racela marks the second time in four years that Racela has been charged with grand larceny. Two years ago, Racela admitted stealing $53,931 from KeyBank in Albany, where he was employed as a manager in the Community Development Lending Group, court records show.

M. Christian Bender, executive director of Brighter Choice Foundation, said Brighter Choice officials were not aware of Racela's criminal history when he was hired as financial director of Brighter Choice Charter Schoolsin June 2010. Bender said Racela described his separation from KeyBank as "tense" but did not disclose he had been arrested for embezzlement eight months before he was hired by Brighter Choice...

Still, a state Education Department spokesman said the agency sent written notice of Racela's criminal history to the charter school last March, when it denied the school's request to clear Racela for employment. The spokesman said the agency had first flagged an employment clearance request for Racela that was submitted by Brighter Choice in December 2011. By that time, Racela had already been working for Brighter Choice schools for about 18 months...

Bender said he never received the Education Department's letter last March denying Racela's employment clearance. He suggested Racela may have intercepted the documents, which are not in his personnel file...

He's charged with felony counts of falsifying business records and grand larceny. Racela, paid $120,000 a year as CFO, is accused of making false payroll entries at the Brighter Choice Foundation that enabled him to get extra payroll checks over a roughly 15-month period starting September 2011, the complaint says...

In a Times Union interview two years ago, Racela described the "tremendous fiscal pressure" the charter schools were enduring due to what he said was the Albany school district's failure to pay millions of dollars in mandated tuition reimbursement fees. The district is mandated to pay the charter schools more than $14,000 for each city student enrolled in a charter school.

Racela, then director of finance for the Brighter Choice Charter Schools, wrote an email to employees stating: "no 'funny business' has occurred with the school's cash" as he explained why the school had been unable to pay employee retirement benefits. The schools' financial woes came to light after an earlier, unrelated state audit indicated Brighter Choice ended the 2009-10 school year $453,745 in the red, which was worse than the previous year, when its expenses exceeded its income by $311,638...

Innovate Manhattan Charter School

The Manhattan charter school that hired an ex-con heroin dealer also apparently employed a teacher banned from the city workforce.

Innovate Manhattan Charter School’s website shows that staff included Bart Ocuto, who got busted in 2011 for asking a public school student if she ever had anal sex and for insulting other students...

As of Sept. 2, Ocuto was listed as the science teacher on Innovate Manhattan’s website, but his name has since been scrubbed. The Daily News reported Monday that the school hired a felon, Carlos Tapia, without the required background check.

Charter school officials declined to discuss whether Ocuto had ever set foot in a classroom. Former head of school Peg Hoey, now president of Kunskapsskolan USA, the for-profit group that manages the school, hung up when asked about Ocuto...

“Convicted drug dealer hired by charter school.” New York Daily News (NY), 9/10/2012
... A charter school hired a convicted heroin dealer — and put him to work with kids — without a background check that would have quickly turned up his criminal past.

Carlos Tapia, 31, was hired in May at Innovate Charter School, where he supervised kids in the cafeteria. He expected to be fingerprinted so his past could be checked, but the school didn’t bother, he said.

“I could have been a person who was dangerous,” said Tapia, who was a public school teacher’s aide before he served a year and half for heroin distribution.
The high-profile school, then sharing Tweed Courthouse space with the Department of Education itself, did fire Tapia after three months — but he still can’t believe that he was even hired by a charter school in such a prime location.

“It’s just crazy. What if I was someone who really couldn’t be trusted?” Tapia said. “What if I had anger-management issues?...

A source familiar with the inner workings of the school said officials were entirely in the dark about Tapia’s past until contacted by the Daily News...
