Theodore Roosevelt Public Community School

The superintendent of two local charter schools has been fired from his $80,000-a-year job because of questionable receipts for thousands of dollars of purchases that surfaced during a routine audit.

The school board in May fired Roger Conners from the Theodore Roosevelt Public Community School in South Fairmount and its sister school, the College Hill Leadership Academy. The receipts only involved the Theodore Roosevelt school...

According to the records, school Treasurer Doug Mangen flagged $32,672 in receipts submitted by Superintendent/Principal Roger Conners as “fraudulent”

Several other receipts were flagged as “questionable,” and a few were flagged as “illegal.”

The school did not lose any money because Conners was never reimbursed for the receipts, some of which dated back to 2009. However, under his agreement with the school he would have been reimbursed for them at a later date when the board bought the school...

Records showed:
• $32,672 in receipts were flagged as “fraudulent.” Some totals had been logged twice or numbers had been changed or added to inflate the total amount. In one case, the total on a receipt for tile, paint and other items was changed from $265 to $1,265. Another receipt for pea gravel was changed from $290 was to $9,290, according to the documents.
• Dozens more receipts ranging from food to gas to construction supplies were flagged as “questionable.”
• $228 in receipts for beer and cigarette purchases were flagged as “illegal.”

Richland Academy put the school on probation April 30 after learning about the problems. As sponsor, Richland is responsible for fiscal oversight and making sure the school complies with the law...

Downtown Miami Charter School

“Lawsuit Alleges Sexual Assault At Charter School.” CBSMiami (FL), 7/2/2012
The Downtown Miami Charter School knew that a seven year-old student was being bullied and sexually abused by an 11 year-old student and failed to prevent it from recurring. That is the gist of a lawsuit filed Monday in Miami-Dade circuit court on behalf of “John Doe,” the alleged seven year-old victim...

According to the lawsuit the second grader was being bullied on the school bus, operated by Carmen Alvarez Bus Service, a private school bus company. The boy told his mother about the bullying, and she spoke to the bus driver.  The bullying continued however, according to the lawsuit, and in November, 2011, the fifth grader allegedly forced the younger boy to perform a sex act on him on the school bus...

The mother told Principal Rebecca Dinda about the incident. Dinda notified DCF and the police. The lawsuit alleges that the principal assured the mother the two boys would be separated and closely monitored.

According to the lawsuit, the bullying continued, and the younger boy was sexually abused by the older boy twice more in a school bathroom.

“A school has a duty to prevent what is called foreseeable harm from occurring to its students,” said attorney Jeffrey Herman who represents John Doe. “In this case we’re alleging that the school failed miserably.”...

Idaho Virtual Academy

“Idaho for-profit online students lag in math and reading skills.” Deseret News (UT), 7/21/2012
BOISE — A new report takes aim at the nation's largest for-profit online education provider and finds students taking K12 Inc. classes in Idaho and four other states are falling more behind in math and reading than their traditional school counterparts...

The latest report looked at schools managed by Virginia-based K12 in Idaho, Arizona, Arkansas, Ohio and Pennsylvania and found that on average, they had a consistently lower proportion of their students meeting or exceeding state standards in reading, according to 2010-2011 test scores.

The report also said math scores were lower compared to the state average. The on-time graduation rate for K12 students was about 49 percent for that year, compared to about 79 percent for the states, according to the study. In Idaho, where K12 provides curriculum for the state's largest online charter school, state officials say students beat slightly the statewide average for graduation rates in the most recent year.

K12 has managed online schools in 29 states with mixed academic success...

The debate over virtual learning has become heated in states like Idaho, where students have to take at least two credits online to graduate high school, under education reforms that were approved in 2011 and will go before voters in November.

Burnham Wood Charter School District (three schools)

“Problems bring TEA monitor for Burnham Wood Charter School District.” El Paso Times (TX), 7/21/2012
The Texas Education Agency has assigned a monitor to the Burnham Wood Charter School District as a sanction for many problems the state previously found, including school leaders who misused public funds on some business deals and campuses not properly serving at-risk students.

The charter district's Superintendent Iris Burnham did not return phone calls this week, but in an email she said the district is contesting the education agency's decision to assign a monitor...

A state audit report released earlier this year showed that the district, which runs three charter schools in El Paso [see * below], misused public funds on some property transactions, which allegedly resulted in private benefits for Burnham, who is also the president of the district's board of directors.

The board breached its fiduciary duty when in September 2006 it approved using $1.2 million in revenue bonds to buy property on the West Side from Burnham for Howard Burnham Elementary, a charter school named for the superintendent's late husband, according to the state audit.

Education agency investigators concluded the purchase price far exceeded the property value...

Rebeca Perez, a former textbook administrator at the district who has claimed she was fired for raising concerns to school administrators and to the state education agency, said there should be harsher punishments against the charter district's leaders for misusing public funds.

TEA officials have not said whether the agency reported any of its findings to law enforcement authorities...

"Based on the audit, there's a lot of factual information that tells us there are violations of criminal activity," Perez said. "(Iris Burnham) basically is paying herself from the money entrusted to her. The citizens of El Paso should be concerned because this is taxpayer money."...

The more than two-year state investigation into the district held its accreditation status in limbo for three school years, but the education agency has since accredited the district...

The agency will reassess Burnham Wood's accreditation status if problems at the school are not resolved.

"I wish to express my concerns and caution the board regarding the lack of governance oversight that has resulted in these findings," Scott wrote. "I strongly urge the board to take swift and decisive action to address the many continuing deficiencies identified for the school."

The three schools of the Burnham Wood Charter School District are the Howard Burnham Elementary School, the Da Vinci School for Science & the Arts, and Vista del Futuro. They are operated by the El Paso Education Initiative, Inc. and are also known as Burnham Wood Schools or the Burnham Wood Family of Fine Schools.

D.U.E. Season Charter School

CAMDEN — A security worker charged with assaulting a special-needs student in April has faced repeated allegations that he manhandled youngsters at D.U.E. Season Charter School, the school founded and led by his mother.

Lawrence Carpenter’s alleged actions at the K-8 school came despite a history of complaints from parents, students and staff to his mother, Principal Doris Carpenter, a Courier-Post investigation shows.

Now, a former Season teacher has sued the school and Doris Carpenter, saying she was retaliated against after complaining last October about alleged mistreatment of students by Lawrence Carpenter. In a letter to the principal, fourth-grade teacher Stacy Sampson described seeing Lawrence Carpenter, the school’s security leader, grab a boy by the collar and “slam him into a wall.”

Her civil suit alleges Lawrence Carpenter, who continues to work at Season, was responsible for a hostile work environment at the school. It also depicts Season as a “dysfunctional school,” alleging it has too few books and desks, and that fourth-graders struggled to count to 20 or to spell a simple word like “talk.”...

Lawrence Carpenter came to the public’s attention earlier this year in a video, obtained by the Courier-Post, that showed him grab 13-year-old Yontre Stanton around the neck with one hand and hold him for 19 seconds.

City police have charged Lawrence Carpenter with aggravated assault. He remains under investigation by the Camden County Prosecutor’s Office. The state Department of Education is investigating Season as a result of the incident...

Lawrence Carpenter is not the only issue facing Season.

• LaGreta Brown, a controversial former principal in Philadelphia and Atlantic City, was recently hired as an interim administrator. She was fired in Philadelphia after an outbreak of violence against Asian-American students.
• Poor academic performance heading into the year before its charter is up for state renewal. The school has not made what the DOE terms as adequate yearly progress in improving the performance of its students.
• A staff turnover rate approaching 50 percent a year and a student loss rate above 40 percent
• A police investigation into alleged activities by Nelson Olivo, a former media specialist. Some Season parents have claimed Olivo acted inappropriately toward young girls. Child pornography allegedly was found on his personal computer, at the school, after he fled the area.

Victory Preparatory Academy

HOUSTON (CN) - A charter school fired three teachers "immediately" after they testified in a lawsuit against the Texas Education Agency, the teachers claim in Harris County Court.

Charles Solaris, Sedalia Pippins and Randy Nichols sued Victory Prep Charter School and its Superintendent Reverend Lisa Berry Dockery. According to the complaint, Victory Prep is a public charter school in Houston, managed by Management Accountability Corp., which is not a party to the complaint.

The teachers say Victory Prep hired them in October 2010 after Texas shut down Benji's Special Education Academy, a Houston charter school for disabled students, amid allegations of mismanagement and missing state funds.

Victory Prep signed them all to 1-year contracts on Aug. 15, 2011 and fired them three days later, the teachers say.

"Plaintiffs are named parties in a federal lawsuit adverse to the Texas Education Agency, which was filed in or around October of 2010," according to the complaint. "Plaintiffs informed Karen Stewart, principal of defendant Victory Prep Charter School, that they were scheduled to give testimony at an administrative hearing on August 17, 2011.

"Plaintiffs gave principal Stewart notice of this obligation to testify because attending the hearing would cause them to miss a day of in-service.

"Principal Stewart, upon receiving notification from each plaintiff, approved each plaintiff to be absent on the August 17, 2011 in-service day without pay.

"Immediately upon returning to work after testifying, each plaintiff was called individually into the office of principal Karen Stewart. Once inside they were greeted by Superintendent Lisa Berry Dockery who fired each of them for missing the day of in-service to testify."

The teachers say they "were not offered an opportunity for a hearing or appeal" or given a termination letter, which they all requested.

They seek back pay and benefits for wrongful termination, interference with employment contract and due process violations...

Derrick Thomas Academy

“UMKC will not renew charter for Derrick Thomas Academy.” KCTV 5 (Kansas City, MO), 11/21/2012

Derrick Thomas Academy has lost its charter.

The University of Missouri at Kansas City announced it is pulling its charter because of the school's poor academic performance over the past decade.

UMKC officials said classes will resume without interruption on Monday.

"Hopefully parents and students will notice no change when they arrive at school on Monday," said Phyllis Chase, director of the UMKC Charter School Center. "After reviewing their data, the decision has been made that we will not renew their charter again."

UMKC says the charter school has struggled with governance, organizational and academic performance issues since it first opened its doors...

The school is not necessarily closing at the end of the school year, but the university will no longer work with the school.

Chase said UMKC has been patient, perhaps too patient, with issues at the school. She said yanking the charter was a tough decision...

Several teachers at Derrick Thomas Academy say they were excited about the board change and direction of the school. Some parents said there have been problems at the school all year long...

KANSAS CITY, Mo. - A new Missouri law requiring more accountability from charter schools takes effect in August, but is it already too late for a school bearing the name of one of Kansas City’s most beloved athletes?

A 41 Action News investigation found that low academic scores and poorly-managed money have created an uncertain future for Derrick Thomas Academy.

Because of large staff turnover, the charter school has been working to hire teachers and administrators over the summer, but remains unsure if the upcoming school year will be its last...

But the school built in number 58’s honor is on shaky ground, an uncertain future all captured in a letter obtained by 41 Action News.

In early April, Jerry Cooper sent a strongly-worded warning to administrators and board leaders at DTA. Cooper is the director of the UMKC Charter School Center, which sponsors DTA.

Every charter school needs a sponsor to operate. Cooper says UMKC’s role is to hold schools academically and financially accountable, along with providing resources and consultation.

The letter delivered a harsh wakeup call to DTA. It said the school was meeting the criteria for being “financially stressed” by operating with a deficit of more than $600,000.

Cooper listed several violations of Missouri charter school laws, including breaking a contract with the DTA’s management company ( EdisonLearning ) without sponsor approval...

The letter also said the school was on academic probation for low state assessment results and was out of compliance with several federal and state special education requirements.

Cooper issued a final warning to DTA leaders, who had not provided requested documentation to UMKC, despite repeated inquiries...

But the letter from UMKC did not just get the attention of school administrators. Copies of the letter also circulated through the building to teachers and other staff members.

People panicked. A number of them decided to leave the school in pursuit of other jobs.

According to Cooper, up to 45 employees left the school, including the elementary and secondary principals...

According to DESE, four other Kansas City charter schools have closed over the past five years: Academy of Kansas City, Don Bosco Education Center, Renaissance Academy of Environmental Science and Math, and Urban Community Leadership Academy...

It is too early to tell how some of the turmoil will affect enrollment when the school year begins...
