WASHINGTON — A Washington public charter school says it is shutting down at the end of the school year.Thea Bowman Preparatory Academy, which serves 130 students in grades 5-8, says low enrollment and financial troubles forced its decision. Craig Powell, the chairman of the academy’s board of trustees, says the school will work closely with parents to find placement options for next year…The academy, founded in 2008, was one of the District’s first public charter schools.
